Deputy Head of Strategy & Insight (IRC66644E)
We are currently seeking applications for a Deputy Head of Strategy & Insight within the Communications Division based in St Andrewâ€™s House, Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. The Marketing & Insight Unit (MIU) plays a critical role in the delivery of many of the Scottish Governmentâ€™s outcomes. Part of the Communications Division, the MIU is comprised of two separate but interconnecting teams; the Marketing Team and the Strategy & Insight Team. Working together, both teams are responsible for providing advice to Ministers and Directorates on how objectives can be achieved using marketing approaches. Marketing campaigns broadly fall into three main types:
â€¢ Social marketing
â€¢ Public information
â€¢ International marketing
This post is based within the Strategy & Insight Team (SIT), reporting directly into one of two Deputy Heads of Communications (Head of Marketing & Insight).
In addition to marketing campaigns, the post holder will be required to work closely with other areas of Communications to understand their needs and how they can be supported by SIT to deliver the most effective communication outputs, evaluate work robustly and make recommendations for doing so to the other Deputy Head of Communications (Head of News and Content).
For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

1. High level of expertise in research techniques and previous experience of working in a senior agency planning role and a public sector strategy & insight function. Ability to utilise primary and secondary research to uncover actionable insight for use in communication strategies, interpreting quantitative and qualitative findings, commissioning additional research when required.
2. Experience and expertise in understanding and segmenting audiences, uncovering insight and developing SMART objectives to create informed marketing strategies that are underpinned by the principles of social marketing with an ability to utilise behaviour change models and judge creative work effectively.
3. Ability to lead a team and lead others in new ways of working, with the appetite and ability to work in an open and collaborative way, building strong, trusted relationships with the ability to influence individuals at the most senior level in the organisation, advising senior officials and ministers what direction communication approaches should take, based on evidence.
4. Expertise in communication evaluation and experience of leading, delivering and executing evaluation plans to assess impact and effectiveness by using a range of research techniques, reviewing achievement of objectives and identifying lessons learned and sharing feedback.
