SMO Medical Policy and Advice
Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UKâ€™s defence policy. The NCHQ supports all the Royal Navyâ€™s activities from front-line operations to personnel support and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Civil Servants and Armed Forces personnel work together in a wealth of interesting and challenging jobs in different disciplines, from finance; legal services; personnel and HR; project planning and managing contracts, to media and communications.
Senior Medical Officer Medical Policy and Advice (SMO Med Pol Adv) is an assignment within the Medical Personnel and Policy (Med Pers Pol) Pillar of Navy Command Medical Division (NCMD). The role is underpinned by the following Mission Statement:
We are a critical enabler of the Naval Service and wider Defence, delivering medical support to the core outputs of Homeland Defence, North Atlantic Joint Operational Arena, Forward Presence, Carrier Strike and Littoral Strike. Suitably qualified, trained and equipped personnel will deliver quality assured, cost effective healthcare within accepted risk. Using robust medical and scientific evidence, we support the promotion of health and wellbeing, and provide healthcare, policy and advice to maximise fitness for role.
The role not only supports the dynamic management of Medical and Medical Personnel Policy for the Royal Navy as a single Service, but also influences the maritime components of Joint Force Command Medical Policy across the wider Defence Medical Services. The additional key responsibility is to case-manage incoming Medico-Legal and Inheritance Tax claims, including investigations into Medical Complaints and Clinical Negligence, plus providing medical advice to other legal investigations and inquiries; engaging with other government departments, Service and Civilian Police, and HM Coroners Office.
Primary Purpose. In accordance with the RNMS Vision and Mission Statement, SMO Med Pol Adv will:
a. Manage all medically related personnel and medical (health and healthcare) policy.
i. Coordinate the development, maintenance and updating of Naval Service Medical Policy and Medical Personnel policy for Naval Service (NS) Healthcare Professionals, drawing on the appropriate subject matter experts (SMEs) as required.
ii. Ensure RNMS and maritime environmental SME input is provided into Medical, Healthcare, Health related and Medical Personnel policy developed by the wider NS, HQSG and wider Defence.
iii. Act as the RNMS SME regarding medico-legal issues impacting on Naval Service personnel fitness for role.
b. Be the NCMD medico-legal SME and support Deputy Assistant Chief of Staff (DACOS) Med Pers Pol to:
i. Provide medico-legal advice to NCMD and Navy Legal in relation to Special to Type (STT) medical complaints, Service Investigations, Service Inquiries and Management of Poor Performance issues.
ii. Provide a medico-legal advisory service in relation to single Service matters for Headquarters Surgeon General (HQSG).
iii. Coordinate the medico-legal advice to Director Judicial Engagement Policy (DJEP), Government Legal Department (GLD) and MOD contracted partners in relation to Clinical Negligence and Personal Injury claims, engaging the appropriate SMEs.
c. Contribute to the continuous improvement of individual, team and organisational performance.
d. Identify lessons learned from a medicoâ€“legal perspective, articulating these across all medical hierarchies to inform change management and policy direction.
a. Deputise for DACOS Med Pers Pol and assist with wider MPP pillar outputs when required.
b. Act as Case Manager or Investigator in support of DACOS Med Pers Pol.
c. Act as line manager and first reporting officer for E1 Admin.
The SMO Med Pol Adv is accountable to:
â€¢ ACOS Med through DACOS Med Pers Pol for all activity.
â€¢ The GMC for ensuring adherence to Good Medical Practice .
â€¢ Ensure principles of confidentiality and respect for patientsâ€™ privacy are always applied; managing and protecting patient information within the constraints of information sharing arrangements under Caldicott Principles and Data Protection Act.
The SMO Med Pol Adv is authorised to:
a. Represent ACOS Med on medico-legal matters liaising with Navy Legal and HQSG Med-Legal where appropriate.
b. Represent ACOS Med on policy matters, liaising with Naval Personnel and Strategy (NPS) and HQ SG Med Pol where appropriate.
c. Liaise with the appropriate Service and civilian authorities, including RN and Civilian Consultant Advisers and Specialist Nurse Advisors in pursuance of their duties.
d. Correspond with DJEP, GLD and the MOD contracted partners and the above authorities and sign correspondence relating to their purpose on behalf of DACOS Med Pers Pol on matters of a non-controversial nature.
e. Act as the First Reporting Officer and Line Manager for E1 Civilian.
