DE&S Cost Control Engineer - Specialist

Project Controls is a key function within DE&S and plays a vital role in ensuring the success of projects by providing Estimating, Cost Control, Planning and Scheduling and Risk Management. What makes us unique is that we are involved in all phases of a project from the proposal through to completion, ensuring work is delivered on time and within budget.

We are currently looking for an experienced Cost Engineer to join our Project Controls function. The role is responsible for the provision of Specialist Cost Engineering advice. You will help customers make better, faster acquisition decisions, reduce risks, and obtain value for money (VfM). Providing independent analysis of cost, delivery of more accurate estimates of cost and schedule, reducing risk and providing effective and innovative solutions that impact on Project Assurance and Corporate Governance will be clearly evidenced throughout your recent career.

As a part of this position you will play an important role, at times having an industry facing position, being commercially minded to assess contract bids driving value for money for defence projects.
You will provide technical guidance, interpret complex data and strategically advise and influence senior stakeholders on portfolio issues. You will be responsible for cost management activities to include input into operating plans, budgets, forecasts and functional reporting; development of cost management policies and procedures, alongside performing functional audits of project activities to ensure technical adequacy.

There are currently two positions one within Bristol Abbey Wood and the other in Yeovil. For both positions candidates:

• Should be able to develop relationships at Portfolio level as including with customers as well as guiding cost engineers in assessing evidence, applying analysis techniques and importantly, in bringing their conclusions together in a succinct, accurate and well-constructed Technical Annex, Allowable Cost Report and Negotiation Brief.

• May be required to act as an FDO responsible for the wider development of some members of staff, assisting them to progress in their career.

Additionally in Yeovil:

• You will be the lead for professional development of a team providing the technical direction on cost engineering investigations, across ISTAR and Helicopters, often working within challenging timescales.

• You will work closely with the Shared Services Lead to assist in planning and managing the full programme of work, feeding into the weekly programme review.

To be considered, you will possess significant experience within a cost engineering discipline (characterised by the experience and knowledge below). You will be eligible for Membership of Association of Cost Engineers (ACostE) at least to Incorporated level . You will have in-depth cost management and modelling knowledge for high value projects. You will also have knowledge and experience of shaping and influencing policy and strategy in the cost discipline alongside supervision of Project Controls Cost Engineer Principals. In person, you will have a demonstrated and ability in identifying, analysing and providing innovative solutions to cost management problems presenting them to senior management and customers.

Experience and knowledge would include:

• Thorough knowledge of all aspects of cost management, estimating, budgeting and cost related services to support business development and project activities
• Knowledge of management, procurement and contracts
• Knowledge and understanding of Single Source Pricing Regulations
• A deep understanding of construct and analysis of contract bids
• A strong understanding of the inter-relationship between estimating, costing, risk and EVM
• Knowledgeable about current industry and technical developments
